Through our collaboration with INSTAR, we contributed to EU-Japan cooperation on digital standardisation within the frameworks of the Japan-EU Digital Partnership. The collaboration also strengthened dialogue between European and Japanese stakeholders on emerging digital technologies and standardization policies.
An important outcome was the launch of an ongoing dialogue to map the security requirements of the EU Cyber Resilience Act with Japan’s JC-STAR framework. This effort was initiated through the collaboration between INSTAR, Cyberstand.eu, Japan’s Ministry of Economy, Trade and Industry (METI), and the Information-technology Promotion Agency (IPA). The work is now being carried forward under the remit of a dedicated StandICT.eu 2029 Technical Working Group.
One of the most valuable outcomes was the launch of discussions that could support future mutual recognition agreements between the EU and Japan in the fields of Cybersecurity and Beyond 5G/6G technologies. These discussions were made possible through INSTAR workshops organised in cooperation with the European Commission (DG GROW and DG CONNECT), CEN/CENELEC, ETSI, Japan’s Ministry of Economy, Trade and Industry (METI), the Information-technology Promotion Agency (IPA), and the Ministry of Internal Affairs and Communications (MIC).
INSTAR also provided a valuable platform for connecting government authorities, standardisation organisations, industry representatives, and technical experts from both the EU and Japan. Direct exchanges with policymakers, standardisation bodies, and experts during the workshops strengthened mutual understanding and trust, creating a strong foundation for future cooperation in digital technologies and standardisation.
